石油公司检查中常见的缺陷、
VIQ的规定及如何改正
1.缺陷: IOPP证书的格式B表内容不全,有关机舱的污水处理仅有油泥舱的油泥保存和处理,没有写明油污水舱的容积。
VIQ:Are the bilge and sludge tanks being recorded in Part 1 detailed in Form B of the IOPP Certificate?
污水舱和油泥舱是否如IOPP证书的格式B中所记载的被记录在油类记录薄第一部分内。

Details of the size of bilge and sludge tanks can be obtained from Form B of the IOPP Certificate, and the recording of the information here is only for the inspector to compare tho details with the Oil Record Books if so desired.

3.缺陷:船上没有增强性检验报告。

This requirement became mandatory on 6 July, 1995 for crude tankers of 20,000 dwt and above, and product tankers of 30,000 dwt and above, over five years old.

The training, (e.g. ship handing navigation, bridge team training, electronics, instrumentation). This can include formal cours, in hou or on- board training, and the regulated u of videos.

8.缺陷:船上的训练手册不符合本船的实际。
VIQ:Are ship-specific SOLAS Training and Maintenance Manuals for lifesaving appliances on board? (5.15)
船上是否有符合本船特殊要求的救生设备的SOLAS训练和保养手册。
Instructions for on-board maintenance shall be easily understood.

9.缺陷:船上系缆钢丝的尼龙绳头没有证书。系泊钢丝的绳头是用聚丙烯做的。
VIQ:Where fitted, do mooring wire tails meet OCIMF guidelines? (10.1.7.) 如果有的话,系泊钢丝的绳头是否符合OCIMF的指导要求?
If mooring wire tails are ud they should be of a material with high breaking strength such as braided or plaited (not three strand construction) nylon. The size of rope lected should be capable of easy handling, while at the same time being of sufficient quality to ensure that the tail has a dry breaking strength at least 25% greater than the associated wire.

Dry nylon rope is slightly stronger than polyester, but wet nylon los strength much faster under cyclic loading than polyester, and for this reason nylon tails should have at least 37% more strength than the associated wire to allow for the reduction in wet strength.

Mooring winch brake design capacity: the percentage of the minimum breaking load (MBL) of a new mooring rope or wire it carries, at which the winch brake is designed to render. Winch brakes will normally be designed to hold 80% of the line’s MBL, and will usually be t in rvice to 60% of the line’s MBL, although some are designed to slip at less than this.

VIQ:Are Light Lists, Tide Table, Sailing Directions, the Nautical Almanac and Catalogue current editions? (4.5.2)

14.缺陷:港内和岛礁航行定位没有按照规定进行,只用GPS船位定位.
VIQ:Is position fixing satisfactory? (4.9)

At least two methods of position fixing should be charted. Visual and radar position fixing and monitoring techniques should be ud whenever possible.

至少每星期一次的DSC遇险测试结果和安全无线电设备的测试呼叫。

19.缺陷:机舱应急污水出口阀没有明显的标志以防止操作失误。机舱没有张贴出口标志。 VIQ:Are necessary safety signs and other important information prominently displayed? (5.19)

VIQ:Are all exits clearly marked?(13.6.2)

Safety signs include muster lists, lifejacket donning instructions, escape direction signs, personal protection notices etc.

20.缺陷:部分滑油桶放在艉甲板,没有绑牢。
VIQ:Is all loo gear on deck, in stores , internal spares, the engine room and the steering compartment property cured?(5.1.14.)
甲板上,物料间内部的备件,机舱和舵机间内松散的机械是否适当的绑牢?
改正:应将甲板上,物料间内部的备件,机舱和舵机间内松散的机械全部绑牢。
