良好的HSE表现是企业取得卓越业绩、树立良好社会形象的坚强基石和持续动力。HSE工作首先要做到预防为主、源头控制，即在战略规划、项目投资和生产经营等相关事务的决策时，同时考虑、评估潜在的HSE风险，配套落实风险控制措施，优先保障格莱美2011HSE条件，做到安全发展、清洁发展。
1. HSE shall be the priority in any decision-makingafs
Good HSE performance is the firm foundation from which an entity achieves excellence and promotes a desirable social image. The main focus of HSE activities is risk control to prevent incident(s). When any decision on strategic planning, project investment, production operation or any other relevant matter is made, potential HSE risks shall be considered and assd, corresponding risk controls shall be implemented and adequate
HSE resources shall be provided to ensure safe and clean development.
二、安全是聘用的必要条件
员工应承诺遵守安全规章制度，接受安全培训并考核合格，具备良好的安全表现是企业聘用员工的必要条件。企业应充分考察员工的安全意识、技能和历史表现，不得聘用不合格人员。各级管理人员和操作人员都应强化安全责任意识，提高自身安全素质，认真履行岗位安全职责，不断改进个人安全表现。
2. Safety is a prerequisite for employment
All employees shall be committed to complying with all safety rules and regulations, receiving safety-related training and acquiring the qualifications. Good safety performance is a prerequisite for employment. The entity shall fully asss each employee’s safety awareness, skills and previous performance to choo the qualified ones. Line managers and operators shall enhance their awareness of safety-related responsibilities, advance their safety-related knowledge and skills, diligently conduct their safety-related duties and continually improve their safety performance.
三、企业必须对员工进行健康安全环境培训三年级下册英语教案

4. Line manager is responsible for HSE in his/her business scope
HSE responsibility is an important component of a line manager’s duties. Line manager is directly responsible for HSE in his/her business scope or jurisdiction, and shall actively fulfill his/her responsibilities, including tting up HSE objectives, providing adequate resources and strengthening HSE systems and its implementation, in order to improve HSE performance.

开展现场检查、体系内审、管理评审是持续改进HSE表现的有效方法，也是展现有感领导的有效途径。各级管理者应以身作则，积极参加现场检查、体系内审和管理评审工作，了解HSE管理情况，及时发现并改进HSE管理薄弱环节，推动HSE管理持续改进。
5. Line manager shall participate in HSE audits in person
Site inspections, internal audits and management reviews are effective methods to continually improve HSE performance. They are also effective means to demonstrate “visible leadership”. Line manager shall t an example for others by actively participating in site inspections, internal audits and management reviews, understanding HSE management’s current status and timely discerning weakness to realize improvements to HSE management.
六、员工必须参与岗位危害识别及风险控制
危害识别与风险评估是一切HSE工作的基础，也是员工必须履行的一项岗位职责。任何作业活动之前，都必须进行危害识别和风险评估。员工应主动参与岗位危害识别和风险评估，熟知岗位风险，掌握控制方法，防止事故发生。
6. Employees shall participate in hazard identification and risk control
Hazard identification and risk control are the basis of all HSE activities. The are also responsibilities which all employees must fulfill. Hazard identification and risk asssment
shall be carried out before commencing any activity. Each employee shall actively participate in hazard identification and risk control for his/her business scope, acquaint himlf/herlf with the risks related to work, understand the control methods and prevent accidents from happening.
七、事故隐患必须及时整改

All hazards, including unsafe behaviors/conditions, shall be corrected immediately once it is discovered.
