growwithoutcreatingthedangerouconomicandfinancial
instabilitiesthatledtothecrisis,weneedmorethanjustadjustment
intheadvancedworld.
Thetruthisthatsomecountrieswithcurrentaccountsurplushave
beensavingtoomuch
whileotherslikeminewithdeficitshavebeensavingtoolittle.
Andtheresulthasbeenadangeroustidalwaveofmoneygoingfrom
onesideoftheglobetotheother.
Weneedamorebalancedpatternofglobaldemandandsupply,a
morebalancedpatternofglobalsavingandinvestment.
Nowsometimeswhenyouhearpeopletalkabouteconomic
imbalances,itcanemasthoughcountriesthataresuccessfulat
exportingarebeingblamedfortheirsuccess.

Weallshareaninterestandaresponsibilitytoco-operatetocure
strongandbalancedglobalgrowth.

Ihopethedealscanbejustthebeginningofawholeneweraof
bilateraltradebetweenourcountries.
Achievingthiswouldbearealwin-winforourtwocountries.
SoifChinaispreparedtopursuefurtheropeningofitsmarkets
andtoworkwithBritainandtheotherG20countriestorebalance
theworldeconomyandtakestepsovertimetowards
internationalisingitscurrency
thatwillgoalongwaytowardshelpingtheglobaleconomylockin
thestabilityitneedsforstrongandsustainablegrowth.
Andjustasimportantly,itwillgoalongwayincuringconfidence

WhatChinasays–andwhatChinadoes–reallymatters.
Thereisbarelyaglobalissuethatneedsresolution,whichdoesnot
begthequestions:whatdoesChinathink,andhowcanChina
contributetoasolution?
Chinahasattemptedtoavoidentanglementinglobalaffairsinthe
na’ssizeandglobalreachmeansthatthisisnolongera
realisticchoice.
Whetherit’sclimatechangeordevelopment,healthandeducationor
globalcurity,Chinaistoobigandtooimportantnownottoplayits
part.
Onclimatechange,aninternationaldealhastobefair.

ForeignSecretarywillchairlaterthismonthprovidesagood
opportunitytostepupourco-operationonSudan.
AsChina’sstarrisagainintheworld,sodoesitsstakeinastable
andorderedworld,inwhichtradeflowsfreely.
Today,Chinaistheworld’scondbiggestimporterofoil,andSudan
isoneofyourmostimportantsuppliers.
SoChinahasadirectnationalinterestinworkingforstabilityin

holddifferentviewsfromthegovernment.

ButwebelievethatthebetterinformedtheBritishpublicisaboutthe

whichwecanhaveconstructivedialogueofgiveandtakeinaspirit
oftoleranceandmutualrespect.
TheriineconomicfreedominChinainrecentyearshasbeen
hugelybeneficialtoChinaandtotheworld.
Ihopethatintimethiswillleadtoagreaterpoliticalopening
becauIamconvincedthatthebestguarantorofprosperityand
stabilityisforeconomicandpoliticalprogresstogoinsteptogether.
Insomerespectsitalreadyhas.
OrdinaryChinepeopletodayhavemorefreedomoverwherethey
live
