AndIthinkpeopleinArizonaespeciallyunderstandthe
challengesthatareoutthere,becauforthepastfourandahalf
years,together,wefoughtourwaybackfroma
devastatingrecessionthatcostmillionsofjobsforAmericans.A

whattherecessionshowedwasthelongerosionofmiddle-
classcuritythathadbeentakingplacefordecades.

Weproducemorerenewableenergythaneverbefore,more

Sothankstotheeffortsofalotofpeoplelikeyou,we've
'restartingtolay
thefoundationformorestable,moredurableeconomic
nymiddle-classfamilywilltellyou,we'renotyet
eevenbeforethecrisishit,wehad
livedthroughadecadewhereafewatthetopweredoing
betterandbetter,butmostfamilieswereworkingharderand
harderjusttogetby.
Andreversingthistrendshouldbe--mustbe--

IwanttomakesurethatinAmerica,itdoesn'tmatterwhat
youlooklike,whereyoucomefrom,whoyoulove--youshould
uldbeabletomakeit.

Now,unfortunately,forthelastyearorso,we'vehadan
endlessparadeofdistractionsandpoliticalposturingandphony
scandalsthatshiftfocusawayfromwhatdoweneedtodo
toshoreupmiddle-classfamiliesandcreateladdersof
Washingtonheadstowardsanotherbudgetdebate,thestakes
couldnotbehigher.
Andthat'swhyI'mtravelingaround,layingoutmyideasfor
howwehavetobuildthecornerstonesofwhatitmeanstobe
middleclass:agoodjobwithgoodwages;ahometocallyour
own;agoodeducation;affordablehealthcarethat'sthereforyou
whenyougetsick;acureretirementevenifyou'renotrich;the
opportunity--theladdersofopportunityforpeopletoearntheir
wayintothemiddleclass,
aretheelementsthatIthinkallofusbelievein,butrightnow
we'renotdeliveringasmuchasweshouldonthopromis.
Now,lastTuesday,IwenttoTennesetotalkaboutthefirst
cornerstone,whichishowdowemakesurethatwe'recreating
goodmiddle-classjobshereintheUnitedStatesof
'vecometoPhoenixtotalkaboutthecond
component,whichisthemosttangiblecornerstonethatliesat
theheartoftheAmericanDream,attheheartofmiddle-classlife
--andthat'sthechancetoownyourownhome.(Applau.)The
chancetoownyourownhome.
We'vegotalotofyoungpeopleherewhoarethinkingabout
college,they'regoingtogetahighereducation,they'regoingto
findajob,they'regoingtofindsomebodytheylove,
they'reasontheywillis
becauahomeistheultimateevidencethathereinAmerica,
hardworkpaysoff,thatresponsibilityisrewarded.
Ithinkaboutmygrandparents'
grandfatherrvedinWorldWarII,hefoughtinPatton'sArmy--
whenhegotback,thiscountrygavehimachancetogoto
,butitalsogavehimthechancetobuyhis
,andtogenerations
ofAmericansbeforeandsince,ahomewasmorethanjusta
placetoraikids,toputdownroots;aplacewhereyoucould
buildupsavingsforcollege,ortostartabusiness,ortoretirewith
somecurity.
Andbuyingahomerequiredresponsibilityoneverybody's
nbankswere
suppodtogiveyouafairdeal,withtermsyoucouldunderstand,
andbuyersweresuppodtolivewithintheirmeansandmake
atearlier
generation,housweren'tforflippingaround,theyweren'tfor
speculation--housweretolivein,andtobuildalifewith.
Andunfortunately,overtime,responsibilitytoooftengave
recklesslenderswhosoldloansto
peopletheyknewcouldn''sfaceit,wealso
hadsomerecklessbuyerswhoknewtheycouldn'taffordthem
especiallyinsomeplaceslikeArizona,itwasdevastatingwhen
nsof
Americanswhohaddoneeverythingrightwerehurtbadlybythe
gpricesplummeted.
BythetimeItookoffice,homevalueshadfallenalmost20
singstartshadfallen
dsofthousands
dnumberof

peoplehereinPhoenix,spart
ofGroundZeroforthehousingbubblebursting.
SolessthanamonthafterItookoffice,Icamehereto
ArizonaandIlaidoutstepstostabilizethehousingmarketand
truthisit'sbeenalong,singmarketisso
bigthatitwasgoingtotakesometimetohealwhenitgothurt

thattime,wehelpedmillionsofAmericanssaveanaverageof
$3,edmillions
ofresponsiblehomeownersstayintheirhomes,whichwas
goodfortheirneighborsbecauyoudon'twantabunchof
foreclosuresignsinyourneighborhood.
WhereCongresswouldn'tact,wewentaheadandacted,so
overthepastfewyears,wehadtheDepartmentofJusticestand
upforbuyerswhohadbeendiscriminatedagainstorconned
onattlementthatgavemore
moneytovictimsofdiscriminationinoneyearthaninthe

Weworkedwithstatestoforcebigbankstorepaymorethan
$50billiontomorethan1.5millionfamilies--largestlending

Whatwewanttodoisputforwardideasthatwillhelp
millionsofresponsible,middle-classhomeownerswhostillneed

arewillingtomakethopayments,understandthatowninga
rearesomeimmediate
actionswecouldtakerightnowthatwouldhelponthatfront,
ejustlistacoupleofthem.

toalloweveryhomeownerthechancetosavethousandsof

SoIwantyoutoencourageRepublicansintheHouof

getthisdone.
Stepnumberfour:Weshouldaddresstheunevenrecovery
byrebuildingthecommunitieshitthehardestbythehousing
crisis,'sput
constructionback--constructionworkersbacktoworkrepairing
rundownhomes,tearingdownvacantpropertiessothatthevalue
putpeopletoworkrightnowandimprovetheremaininghousing

Andoneofthekeythingstomakesureitdoesn'thappen
againistowinddownthecompaniesthatarenotreally
government,butnotreallyprivatector--they'reknown
long,thecompanies
wereallowedtomakehugeprofitsbuyingmortgages,knowing
thatiftheirbetswentbad,taxpayerswouldbeleftholding
“headswewin,tailsyoulo.”Anditwaswrong.
AndalongwithwhathappenedonWallStreet,ithelpedtoinflate
thisbubbleinawaythatultimatelykilledMainStreet.
Sothegoodnewsis,rightnowthere'sabipartisangroupof
natorsworkingtoendFannieandFreddieasweknowthem.

looklike.
First,privatecapitalshouldtakeabiggerroleinthe

Butinthesamewaythatwhatwedidwithhealthcarewas
totupclearrulesforinsurancecompaniestoprotect
consumers,makeitmoreaffordable,butstillbuiltonthe
privatemarketplace,Ibelievethatourhousingsystemshould
operatewherethere'salimitedgovernmentroleandprivate
thatincludes,bytheway,community-badlenderswhoview
theirborrowersnotasanumber,'sone
principle.
Acondprincipleiswecan'tleavetaxpayersonthehook
forirresponsibilityorbaddecisionsbysomeofthelendersor
FannieMaeorFreddieMac.(Applau.)We'vegottoencourage
thepursuitofprofit,buttheeraofexpectingabailoutafteryou
pursueyourprofitandyoudon'tmanageyourriskwell--well,

Thethirdprincipleisweshouldprerveaccesstosafeand
simplemortgageproductslikethe30-year,fixed-ratemortgage.
That'ssomethingfamiliesshouldbeabletorelyonwhenthey're
makingthemostimportantpurchaoftheirlives.(Applau.)
Numberfour,we'vegottokeephousingaffordableforfirst-

readytobuyahou,we'vegottomakesureit's

SinceItookoffice,wehelpedbringoneinfourhomeless
veteransoffthestreets.(Applau.)Weshouldbeproudofthat.
HereinPhoenix,thankstothehardworkofeveryonefrom
MayorStantontothelocalUnitedWaytoUSAirways,you'reon
tracktoendchronichomelessnessforveterans,period,by2019.

Butwe'vegottokeepgoing,becaunobodyinAmerica,
andcertainlynoveteran,shouldbelefttoliveonthestreets.

Sohere'sthebottomline:Putalltheprinciplestogether,
that'sgoingtoprotectourentireeconomyanditwillimprovethe
housingmarketnotjusthereinPhoenix,butthroughoutthestate
