IwanttomakesurethatinAmerica,itdoesn'tmatterwhat

youlooklike,whereyoucomefrom,whoyoulove--youshould

uldbeabletomakeit.

Now,unfortunately,forthelastyearorso,we'vehadan

endlessparadeofdistractionsandpoliticalposturingandphony

scandalsthatshiftfocusawayfromwhatdoweneedtodo

toshoreupmiddle-classfamiliesandcreateladdersof

Washingtonheadstowardsanotherbudgetdebate,thestakes

couldnotbehigher.

Andthat'swhyI'mtravelingaround,layingoutmyideasfor

howwehavetobuildthecornerstonesofwhatitmeanstobe

middleclass:agoodjobwithgoodwages;ahometocallyour

own;agoodeducation;affordablehealthcarethat'sthereforyou

whenyougetsick;acureretirementevenifyou'renotrich;the

opportunity--theladdersofopportunityforpeopletoearntheir

wayintothemiddleclass,

aretheelementsthatIthinkallofusbelievein,butrightnow

we'renotdeliveringasmuchasweshouldonthopromis.

Now,lastTuesday,IwenttoTennesetotalkaboutthefirst

cornerstone,whichishowdowemakesurethatwe'recreating

goodmiddle-classjobshereintheUnitedStatesof

'vecometoPhoenixtotalkaboutthecond

component,whichisthemosttangiblecornerstonethatliesat

theheartoftheAmericanDream,attheheartofmiddle-classlife

--andthat'sthechancetoownyourownhome.(Applau.)The

chancetoownyourownhome.

We'vegotalotofyoungpeopleherewhoarethinkingabout

college,they'regoingtogetahighereducation,they'regoingto

findajob,they'regoingtofindsomebodytheylove,

they'reasontheywillis

becauahomeistheultimateevidencethathereinAmerica,

hardworkpaysoff,thatresponsibilityisrewarded.

Ithinkaboutmygrandparents'

grandfatherrvedinWorldWarII,hefoughtinPatton'sArmy--

whenhegotback,thiscountrygavehimachancetogoto

,butitalsogavehimthechancetobuyhis

,andtogenerations

ofAmericansbeforeandsince,ahomewasmorethanjusta

placetoraikids,toputdownroots;aplacewhereyoucould

buildupsavingsforcollege,ortostartabusiness,ortoretirewith

somecurity.

Andbuyingahomerequiredresponsibilityoneverybody's

nbankswere

suppodtogiveyouafairdeal,withtermsyoucouldunderstand,

andbuyersweresuppodtolivewithintheirmeansandmake

atearlier

generation,housweren'tforflippingaround,theyweren'tfor

speculation--housweretolivein,andtobuildalifewith.

Andunfortunately,overtime,responsibilitytoooftengave

thatiftheirbetswentbad,taxpayerswouldbeleftholding

“headswewin,tailsyoulo.”Anditwaswrong.

AndalongwithwhathappenedonWallStreet,ithelpedtoinflate

thisbubbleinawaythatultimatelykilledMainStreet.

Sothegoodnewsis,rightnowthere'sabipartisangroupof

natorsworkingtoendFannieandFreddieasweknowthem.

First,privatecapitalshouldtakeabiggerroleinthe

Acondprincipleiswecan'tleavetaxpayersonthehook

thepursuitofprofit,buttheeraofexpectingabailoutafteryou

pursueyourprofitandyoudon'tmanageyourriskwell--well,

Thethirdprincipleisweshouldprerveaccesstosafeand

simplemortgageproductslikethe30-year,fixed-ratemortgage.

That'ssomethingfamiliesshouldbeabletorelyonwhenthey're

HereinPhoenix,thankstothehardworkofeveryonefrom

MayorStantontothelocalUnitedWaytoUSAirways,you'reon

tracktoendchronichomelessnessforveterans,period,by2019.

Butwe'vegottokeepgoing,becaunobodyinAmerica,

andcertainlynoveteran,shouldbelefttoliveonthestreets.
