toallthemembersofcongress,thewarriorsfor
justice,theelectedofficialsandcommunityleaders
whoareheretoday--iwanttothankyou.
fourdaysintohissuddenpresidency--andthe
nightbeforehewouldaddressajointssionof
thecongressinwhichheoncerved--lyndon
johnsonsataroundatablewithhisclostadvisors,
preparinghisremarkstoashatteredandgrieving
nation.
hewantedtocallonnatorsandreprentatives
topassacivilrightsbill--themostsweeping
tofhisstaffcounled
iditwashopeless;thatitwould
angerpowerfulsoutherndemocratsand
committeechairmen;thatitriskedderailingtherestof
particularlyboldaide
saidhedidnotbelieveapresidentshouldspendhis
timeandpoweronlostcaus,howeverworthythey
h,itissaid,presidentjohnsonreplied,
“well,whatthehell’sthepresidencyfor?”(laughter
andapplau.)whatthehell’sthepresidencyforifnot
tofightforcausyoubelievein?
today,aswecommemoratethe50thanniversary
ofthecivilrightsact,wehonorthemenandwomen
celebrategiantslikejohnlewisandandrewyoungand
llthecountlessunheralded
americans,blackandwhite,studentsandscholars,
preachersandhoukeepers--whonamesare
etchednotonmonuments,butintheheartsoftheir
lovedones,andinthefabricofthecountrytheyhelped
tochange.
butwealsogatherhere,deepintheheartofthe
statethatshapedhim,torecallonegiantman’s
remarkableeffortstomakerealthepromiofour
founding:“weholdthetruthstobelf-evident,that
allmenarecreatedequal.”
thoofuswhohavehadthesingularprivilegeto
holdtheofficeofthepresidencyknowwellthat
progressinthiscountrycanbehardanditcanbeslow,
frustratingandsometimesyou’ice
’reremindeddailythatin
thisgreatdemocracy,youarebutarelayswimmerin
thecurrentsofhistory,boundbydecisionsmadeby
thowhocamebefore,reliantontheeffortsoftho
whowillfollowtofullyvindicateyourvision.
butthepresidencyalsoaffordsaunique
opportunitytobendthocurrents--byshapingour
lawsandbyshapingourdebates;byworkingwithin
theconfinesoftheworldasitis,butalso
byreimaginingtheworldasitshouldbe.

politicsandthelegislativeprocess,hegraspedlikefew
othersthepowerofgovernmenttobringabout

heknewthatnatorswouldbelievethingslikethat.

hecametounderstandhowmuchworthepersistent

whenhe’dvisittheirhomes,he’dmeetfatherswho
werepaidslavewagesbythefarmerstheyworkedfor.

imagination,buthewasambitious,veryambitious,a
youngmaninahurrytoplothisownescapefrom

duringhisfirst20yearsincongress,heoppodevery
civilrightsbillthatcameupforavote,oncecallingthe
pushforfederallegislation“afarceandasham.”he
waschonasavicepresidentialnomineeinpart
becaufhisaffinitywith,andabilitytodeliver,that
hebeginningof
thekennedyadministration,hesharedwithpresident
kennedyacautiontowardsracialcontroversy.

tennesevalleyauthority,thetransformation

family,heunderstoodthatgovernmenthadaroleto
playinbroadeningprosperitytoallthowhowould
striveforit.

issoembeddedinourdnathatthereisnoutrying
politics--thegameisrigged.

despitelawslikethecivilrightsact,andthevoting
rightsactandmedicare,oursocietyisstillrackedwith
divisionand,racestillcolorsourpoliticaldebates,and
therehavebeengovernmentprogramsthathavefallen
ewhencynicismistoooftenpasdoff
aswisdom,it’sperhapasytoconcludethatthereare
limitstochange;thatwearetrappedbyour
ownhistory;andpoliticsisafool’rrand,andwe’dbe
betteroffifwerollbackbigchunksoflbj’slegacy,orat
leastifwedon’tputtoomuchofourhope,investtoo
muchofourhopeinourgovernment.
