这是一条开放合作之路

共建“一带一路”顺应世界多极化、经济全球化、文化多样化、

社会信息化的大趋势，秉持开放的区域合作精神，致力于维护全球自由

贸易体系和开放型世界经济。“一带一路”提出以来，已得到来自60多

个沿线国家和国际组织的积极回应。无论是“一带一路”建设，还是亚

投行筹建，中国的态度一直都是开放的，不仅欢迎沿线国家和亚洲国家

积极参与，也张开臂膀欢迎五大洲朋友共襄盛举。“一带一

路”将构筑我国新一轮对外开放的“一体两翼”，在提升“向东”开放

水平的同时，加快“向西”开放步伐，助推内陆沿边地区由对外开放的

边缘迈向前沿，进而形成海陆统筹、东西互济、面向全球的开放新格

局。

这是一条和谐包容之路

古代丝绸之路是国与国、人与人交往的结晶，从中国丝绸、茶

叶、瓷器和四大发明，至呐域香料、珠宝、医药、汗血马，它们连通的

不只是商品贸易，更是东西方两大文明。“一带一路”传承和弘扬丝绸

之路友好合作精神，广泛开展文化交流、学术往来、人才互通、媒体合

作、青年和妇女交往、志愿者服务等，为深化双多边合作夯实民意基

础。中国每年向沿线国家提供1万个政府奖学金名额，沿线国家间互办

文化年、艺术节、电影节、电视周和图书展等活动，合作开展广播影视

精品创作及翻译，联合申请世界文化遗产，共同开展世界遗产的联合保

护“一带一路”超越国度，跨越时空，加强不同文明之间的对话，求同

存异、兼容并蓄、和平共处、共生共荣。

这是一条互利共赢之路

“一带一路”沿线国家禀赋各异，发展水平不一，比较优势各有

差异，互补性很强。未来5年，中国将进口超过10万亿美元商品，对外

直接投资将超过5000亿美元，出境游客将超过5亿人次。建设

“一带一路”有利于中国与沿线国家进一步发挥各自比较优势，创造

新的比较优势和竞争优势，促进区域内要素有序自由流动、资源

高效配置、市场深度融合，把经济的互补性转化为发展的推动

力，产生“一加一大于二”的叠加效应，形成互补互利互惠的良好局

面。

“一带一路”是一项涉及面广、跨越时间长、建设任务重的宏

大系统工程。“不是中国一家的独奏，而是沿线国家的合唱”，以共建

“一带一路”为契机，中国将与沿线国家携手同行，平等协商，兼顾各

方利益，反映各方诉求，共促更大范围、更高水平、更深层次的大开

放、大交流、大融合。随着共建“一带一路”逐步推进，将给沿线各国

人民带来看得见、摸得着的实惠。
