扩大消费信贷。加强城乡流通体系和道路、停车场等基础设

施建设。加强产品质量安全监管。改善消费环境，维护消费

者合法权益。

质量等准入和审核关，加强对重大项目特别是政府和国有投

资项目的监管、督查，提高投资质量和效益。
