IwouldliketothanktheSecretaryGeneraloftheUnitedNationsfor

invitingmetobeapartoftheUnitedNationsFourthWorldConferenceof

trulyacelebration--acelebrationofthecontributions

womenmakeineveryaspectoflife:inthehome,onthejob,intheir

communities,asmothers,wives,sisters,daughters,learners,workers,

citizensandleaders.

Itisalsoacomingtogether,muchofthewaywomencometogether

everdayineverycountry.

togetherinliving

ritiswhileplayingwithourchildreninthe

park,orwashingclothesinariver,ortakingabreakattheofficewater

cooler,

timeandagain,r

differentwemaybe,

shareacommonfuture,andareheretofindcommongroundsothatwe

mayhelpbringnewdignityandrespecttowomenandgirlsallovertheworld.

Bydoingthis,webringnewstrengthandstabilitytofamiliesaswell.

BygatheringinBeijing,wearefocusingworldattentiononissues

thatmattermostinthelivesofwomenandtheirfamilies:accessto

education,healthcare,jobsandcredit,

thechancetoenjoybasiclegalandhumanrightsandparticipatefullyinthe

politicallifeoftheircountries.

Therearesomewhoquestionthereasonforthisconference.

Letthemlistentothevoicesofwomenintheirhomes,

neighborhoods,andworkplaces.

Therearesomewhowonderwhetherthelivesofwomenandgirls

mattertoeconomicandpoliticalprogressaroundtheglobe.

LetthemlookatthewomengatheredhereandatHuairou--the

homemakers,nurs,teachers,lawyers,policymakers,andwomen

who

runtheirownbusiness.

Itisconferenceslikethisthatcompelgovernmentsand

peopleeverywheretolisten,lookandfacetheworldpressing

problems.

Wasn'titafterthewomen'sconferenceinNairobitenyearsago

thattheworldfocudforthefirsttimeonthecrisisofdomesticviolence?

Earliertoday,IparticipatedinaWorldHealthOrganizationforum,

smost

wheregovernmentofficials,NGOs,andindividualcitizensareworkingon

waystoaddressthehealth

problemsofwomenandgirls.

Tomorrow,IwillattendagatheringoftheUnitedNations

,thediscussionwillfocusonlocal--

andhighlysuccessful--programsthatgivehard-workingwomenaccessto

creditsotheycanimprovetheir

ownlivesandthelivesoftheirfamilies.

Whatwearelearningaroundtheworldisthatifwomenarehealthy

andeducated,narefreefromviolence,

nhaveachancetoworkandearnasfull

andequal

partnersinsociety,nfamiliesflourish,

communitiesandnationswillflourish

Thatiswhyeverywoman,everyman,everychild,everyfamily,and

everynationonourplanethasastakeinthediscussionthattakesplace

here.

Overthepast25years,Ihaveworkedpersistentlyonissues

relatingtowomen,children,epasttwo-and-ahalf

years,Ihavehadtheopportunitytolearnmoreaboutthechallengesfacing

womeninmyowncountryandaroundtheworld.

IhavemetnewmothersinJojakartaandIndonesia,who

cometogetherregularlyintheirvillagetodiscussnutrition,familyplanning,

andbabycare.

IhavemetworkingparentsinDenmarkwhotalkaboutthecomfort

theyfeelinknowingthattheirchildrencanbecaredforincreative,safe,

andnurturingafter-schoolcenters.

IhavemetwomeninSouthAfricawhohelpedleadthestruggleto

endapartheidandarenowhelpingbuildanewdemocracy.

IhavemetwiththeleadingwomenoftheWesternHemispherewho

areworkingeverydaytopromoteliteracyandbetterhealthcareforthe

childrenoftheircountries.

IhavemetwomeninIndiaandBangladeshwhoaretakingoutsmall

loanstobuymilkcows,rickshaws,threadandothermaterialstocreatea

livelihoodforthemlvesandtheir

families.

IhavemetdoctorsandnursinBelarusandUkrainewhoare

tryingtokeepchildrenaliveintheaftermathofChernobyl.

ThegreatchallengeofthisConferenceistogivevoice

towomeneverywherewhoexperiencesgounnoticed,whowordsgo

unheard.

Womencomprimorethanhalftheword'

are70%oftheworld'spoor,andtwo-thirdsoftho

arenottaughttoreadandwrite.

Womenaretheprimarycaretakersformostoftheworld'schildren

hoftheworkwedoisnotvalued--notbyeconomists,

notbyhistorians,notbypopularculture,notbygovernmentleaders.

Atthisverymoment,aswesithere,womenaroundtheworldare

givingbirth,raisingchildren,cookingmeals,washingclothes,cleaning

hous,plantingcrops,workingonasmblylines,runningcompanies,

andrunningcountries.

Womenalsoaredyingfromdiasthatshouldhavebeen

ewatchingtheirchildrensuccumbto

ebeing

e

beingforcedintoprostitution,andtheyarebeingbarredfromtheband

lendingofficeandbannedfromtheballotbox.

Thoofuswhohavetheopportunitytobeherehavethe

responsibilitytospeakforthowhocouldnot.

AsanAmerican,Iwanttospeakupforthowomeninmyown

country—womenwhoareraisingchildrenontheminimumwage,

womenwhocan'taffordhealthcareorchildcare,womenwholivesare

threatenedbyviolence,includingviolenceintheirownhomes.

Iwanttospeakupformotherswhoarefightingforgoodschools,

safeneighborhoods,cleanair,andcleanairwaves;forolderwomen,some

ofthemwidows,whohaveraidtheirfamiliesandnowfindtheirskillsand

lifeexperiencesarenotvaluedintheworkplace;forwomenwhoare

workingallnightasnurs,hotelclerks,andfastfoodcookssothatthey

canbeathomeduringthedaywiththeirkids;andforwomeneverywhere

whosimplydon'thavetimetodoeverythingtheyarecalledupontodo

eachday.

Speakingtoyoutoday,Ispeakforthem,justaachofusspeaks

forwomenaroundtheworldwhoaredeniedthechancetogotoschool,or

eadoctor,orownproperty,orhaveasayaboutthedirectionoftheirlives,

thisthatmostwomenaroundthe

world

workbothinsideandoutsidethehome,usuallybynecessity.

Weneedtounderstandthatthereisnoformulaforhowwomen

shouldleadtheirlives.

Thatiswhywemustrespectthechoicesthateachwomanmakes

omandervesthechancetorealizeher

ownGod-givenpotential.

Wealsomustrecognizethatwomenwillnevergainfulldignityuntil

theirhumanrightsarerespectedandprotected.

OurgoalsforthisConference,tostrengthenfamilies

andsocietiesbyempoweringwomentotakegreatercontrolovertheir

destinies,cannotbefullyachievedunlessallgovernments--hereand

aroundtheworld--accepttheirresponsibilitytoprotectandpromote

internationallyrecognizedhumanrights.

Theinternationalcommunityhaslongacknowledged--andrecently

affirmedatVienna--thatbothwomenandmenareentitledtoarangeof

protectionsandpersonalfreedoms,fromtherightofpersonalcurityto

therighttodeterminefreelythenumberandspacingofthechildrenthey

bear.

Nooneshouldbeforcedtoremainsilentforfearofreligiousor

politicalpercution,arrest,abuortorture.

Tragically,womenaremostoftentheoneswhohumanrightsare

violated.

Eveninthelate20thcentury,therapeofwomencontinuestobe

ndchildrenmakeupa

largemajorityoftheworld'menareexcludedfromthe

politicalprocess,theybecomeevenmorevulnerabletoabu.

Ibelievethat,ontheeveofanewmillennium,itistimetobreakour

meforustosayhereinBejing,andtheworldtohear,thatitis

nolongeracceptabletodiscusswomen'srightsasparatefromhuman

rights.

Theabushavecontinuedbecau,fortoolong,thehistoryof

day,

therearethowhoaretryingtosilenceourwords.

ThevoicesofthisconferenceandofthewomenatHuairoumustbe

heardloudandclear:

Itisaviolationofhumanrightswhenbabiesaredeniedfood,or

drowned,orsuffocated,ortheirspinesbroken,simplybecautheyare

borngirls.

Itisaviolationofhumanrightswhenwomanandgirlsaresoldinto

theslaveryofprostitution.

Itisaviolationofhumanrightswhenwomenaredoudwith

gasoline,tonfireandburnedtodeathbecautheirmarriagedowries

aredeemedtoosmall.

Itisaviolationofhumanrightswhenindividualwomen

arerapedintheirowncommunitiesandwhenthousandsofwomenare

subjectedtorapeasatacticorprizeofwar.

Itisaviolationofhumanrightswhenaleadingcauofdeath

worldwidealongwomenages14to44istheviolence

theyaresubjectedtointheirownhomes.

Itisaviolationofhumanrightswhenwomenaredeniedtherightto

plantheirownfamilies,andthatincludesbeingforcedtohaveabortionsor

beingsterilizedagainsttheirwill.

Ifthereisonemessagethatechoesforthfromthisconference,itis

thathumanrightsarewomen'srights--andwomen'srightsare

otforgetthatamongthorightsaretherightto

speakfreely--andtherighttobeheard.

Womenmustenjoytherighttoparticipatefullyinthesocialand

politicallivesoftheircountriesifwewantfreedomanddemocracytothrive

andendure.

Itisindefensiblethatmanywomeninnongovernmental

organizationswhowishedtoparticipateinthisconferencehavenotbeen

abletoattend--orhavebeenprohibitedfromfullytakingpart.

mmeanstherightofpeopletoasmble,

srespectingtheviewsofthowho

maydisagreewiththeviewsoftheirgovernments.

Itmeansnottakingcitizensawayfromtheirlovedones

andjailingthey,mistreatingthem,ordenyingthemtheirfreedomordignity

becauofthepeacefulexpressionoftheirideasandopinions.

Inmycountry,werecentlycelebratedthe75thanniversaryof

women'150yearsafterthesigningofourDeclarationof

Independenceforwomentowintherighttovote.

Ittook72yearsoforganizedstruggleonthepartofmany

neofAmerica'smostdivisive

asalsoabloodlesswar.

Suffragewasachievedwithoutashotbeingfired.

Wehavealsobeenreminded,inV-JDayobrvanceslast

weekend,ofthegoodthatcomeswhenmenandwomenjointogether

tocombattheforcesoftyrannyandbuildabetterworld.

haveavoidedanotherworldwar.

Butwehavenotsolvedolder,deeply-rootedproblemsthatcontinue

todiminishthepotentialofhalftheworld'

spopulation.

Nowitistimetoactonbehalfofwomeneverywhere.

Ifwetakeboldstepstobetterthelivesofwomen,wewillbetaking

boldstepstobetterthelivesofchildrenandfamiliestoo.

Familiesrelyonmothersandwivesforemotionalsupportandcare;

familiesrelyonwomenforlaborinthehome;andincreasingly,familiesrely

onwomenforincomeneededtoraihealthychildrenandcareforother

relatives.

Aslongasdiscriminationandinequitiesremainso

commonplacearoundtheworld--aslongasgirlsandwomenarevalued

less,redless,fedlast,overworked,underpaid,notschooledandsubjected

toviolenceinandoutoftheirhomes--thepotentialofthehumanfamilyto

createapeaceful,prosperousworldwillnotberealized.

LetthisConferencebeour--andtheworld's--call

usheedthecallsothatwecancreateaworldinwhich

everywomanistreatedwithrespectanddignity,everyboyandgirlisloved

andcaredforequally,andeveryfamilyhasthehopeofastrongandstable

future.
