英国首相卡梅伦１５日表示，骚乱事件凸显出英国社会已经“破碎”的现状，而自己政治日程

的首要任务就是修补这个“破碎的社会”。

卡梅伦是在牛津郡发表演讲时做出上述表态的。他否认此次持续数天的骚乱因种族冲突及政

府财政削减措施所致，而将骚乱原因归结于骚乱制造者自身性格及他们成长的环境等。

卡梅伦在演讲中谴责“不负责任、自私、孩子失去父亲、学校纪律缺失、不劳而获、享有权

利却不履行职责”等社会现象，认为“溃烂几十年的社会问题已经在我们面前炸开”。

卡梅伦承诺，政府将重新评估教育、福利、文化、社会公平等政府职能，以修复已经“破碎”

社会。此外，警方已经彻底改革工作方式，安排更多警察离开办公室到街道巡逻。

截至目前，于本月６日始于伦敦、蔓延至英国多个城市并持续数天的骚乱已经导致近３００

０人被捕，数百人面临指控。

I‟llneverforgettalkingtoMauriceReeves,whofamilyhadruntheReevesfurniture

storeinCroydonforgenerations.

Thiswasan80yearoldmanwhohadenthebusinesshehadloved,thathisfamilyhad

builtupforgenerations,simplydestroyed.

Ahundredyearsofhardwork,burnedtothegroundinafewhours.

Butlastweekwedidn‟tjustetheworstoftheBritishpeople;wesawthebestofthem

too.

Theoneswhocalledthemlvesriotwomblesandheadeddowntothehardwarestoresto

pickupbroomsandstarttheclean-up.

Thepeoplewholinkedarmstogethertostandanddefendtheirhomes,theirbusiness.

Thepolicemenandwomenandfireofficerswhoworkedlong,hardshifts,sleepingin

corridorsthengoingoutagaintoputtheirlifeontheline.

EverywhereI‟vebeenthispastweek,inSalford,Manchester,Birmingham,Croydon,

peopleofeverybackground,colourandreligionhavesharedthesamemoraloutrageand

hurtforourcountry.

BecauthisisBritain.

Thisisagreatcountryofgoodpeople.

Thothugswesawlastweekdonotreprentus,nordotheyreprentouryoung

people–andtheywillnotdragusdown.

Whythishappened

Butnowthatthefireshavebeenputoutandthesmokehascleared,thequestionhangs

intheair:„Why?Howcouldthishappenonourstreetsandinourcountry?‟

Ofcour,wemustn‟toversimplify.

Thereweredifferentthingsgoingonindifferentpartsofthecountry.

InTottenhamsomeoftheangerwasdirectedatthepolice.

InSalfordtherewassomeorganidcrime,acalculatedattackontheforcesoforder.

Butwhatweknowforsureisthatinlargepartsofthecountrythiswasjustpure

criminality.

Soaswebeginthenecessaryprocessofinquiry,investigation,listeningandlearning:

let‟sbeclear.

Theriotswerenotaboutrace:theperpetratorsandthevictimswerewhite,blackand

Asian.

Theriotswerenotaboutgovernmentcuts:theyweredirectedathighstreetstores,not

Parliament.

Andtheriotswerenotaboutpoverty:thatinsultsthemillionsofpeoplewho,whatever

thehardship,wouldneverdreamofmakingotherssufferlikethis.

No,thiswasaboutbehaviour…

Politiciansandbehaviour

NowIknowassoonasIuwordslike„behaviour‟and„moral‟peoplewillsay–what

givespoliticianstherighttolectureus?

Ofcourwe‟renotperfect.

Butpoliticiansshyingawayfromspeakingthetruthaboutbehaviour,aboutmorality…

…thishasactuallyhelpedtocauthesocialproblemsweearoundus.

Wehavebeentoounwillingfortoolongtotalkaboutwhatisrightandwhatiswrong.

Wehavetoooftenavoidedsayingwhatneedstobesaid–abouteverythingfrom

marriagetowelfaretocommoncourtesy.

Sometimesthereasonsforthatarenoble–wedon‟twanttoinsultorhurtpeople.

Sometimesthey‟reideological–wedon‟tfeelit‟sthejobofthestatetotryandpass

judgementonpeople‟sbehaviourorengineerpersonalmorality.

Andsometimesthey‟rejusthuman–we‟renotperfectbeingsourlvesandwedon‟t

wanttolooklikehypocrites.

Soyoucan‟tsaythatmarriageandcommitmentaregoodthings–forfearofalienating

singlemothers.

Youdon‟tdealproperlywithchildrenwhorepeatedlyfailinschool–becauyou‟re

worriedaboutbeingaccudofstigmatisingthem.

You‟rewaryoftalkingaboutthowhohaveneverworkedandneverwanttowork–in

cayou‟rechargedwithnotgettingit,beingmiddleclassandoutoftouch.

Inthisrisk-freegroundofmoralneutralitytherearenobadchoices,justdifferentlifestyles.

Peoplearen‟tthearchitectsoftheirownproblems,theyarevictimsofcircumstance.

„Liveandletlive‟becomes„dowhatyouplea.‟

Wellactually,whatlastweekhasshownisthatthismoralneutrality,thisrelativism–it‟s

Oneofthebiggestlessonsoftheriotsisthatwe‟vegottotalkhonestlyaboutbehaviour

Brokensocietyagenda

Sothismustbeawake-upcallforourcountry.

Socialproblemsthathavebeenfesteringfordecadeshaveexplodedinourface.

Now,justaspeoplelastweekwantedcriminalsrobustlyconfrontedonourstreet,sothey

wanttoethesocialproblemstakenonanddefeated.

Ourcurityfightbackmustbematchedbyasocialfightback.

Wemustfightbackagainsttheattitudesandassumptionsthathavebroughtpartsofour

societytothisshockingstate.

Weknowwhat‟sgonewrong:thequestionis,dowehavethedeterminationtoputitright?

Dowehavethedeterminationtoconfronttheslow-motionmoralcollapthathastaken

placeinpartsofourcountrythepastfewgenerations?

InmyveryfirstactasleaderofthispartyIsignalledmypersonalpriority:tomendour

brokensociety.

Thatpassionisstrongertodaythanever.

Yes,wehavehadaneconomiccrisistodealwith,clearinguptheterriblemesswe

inherited,andwearenotoutofthowoodsyet–notbyalongway.

ButIrepeattoday,asIhaveonmanyoccasionsthelastfewyears,thatthereasonIam

inpoliticsistobuildabigger,strongersociety.

Governmentcannotlegislatetochangebehaviour,butitiswrongtothinktheStateisa

Andaswereviewourpoliciesintheweeksahead,todayIwanttotoutthepriority

areasIwillbelookingat,andgiveyouanofwhereIthinkweneedtoraiour

ambitions.

Securityfightback

Firstandforemost,weneedacurityfight-back.

Weneedtoreclaimourstreetsfromthethugswhodidn‟tjustspringoutofnowhere

lastweek,butwho‟vebeenmakinglivesamiryforyears.

NowIknowtherehavebeenquestionsinpeople‟smindsaboutmyapproachtolawand

order.

Well,Idon‟twanttheretobeanydoubt.

Nothinginthisjobismoreimportanttomethankeepingpeoplesafe.

Anditisobvioustomethattodothatwe‟vegottobetough,we‟vegottoberobust,we‟ve

gottoscoreaclearlinebetweenrightandwrongrightthroughtheheartofthiscountry–

ineverystreetandineverycommunity.

Thatstartswithastrongerpoliceprence–poundingthebeat,deterringcrime,readyto

re-groupandcrackdownatthefirstsignoftrouble.

Letmebeclear:underthisgovernmentwewillalwayshaveenoughpoliceofficerstobe

abletoscaleupourdeploymentsinthewaywesawlastweek.

Tothowhosaythismeansweneedtoabandonourplanstomakesavingsinpolice

budgets,Isayyouaremissingthepoint.

Thepointisthatwhatreallymattersinthisfight-backistheamountoftimethepolice

actuallyspendonthestreets.

Foryearswe‟vehadapoliceforcesuffocatedbybureaucracy,officersspendingthe

majorityoftheirtimefillinginformsandstuckbehinddesks.

Thiswon‟tbefixedbypumpingmoneyinandkeepingthingsbasicallyasthey‟vebeen.

AstheHomeSecretarywillexplaintomorrow,itwillbefixedbycompletelychangingthe

waythepolicework.

Scrappingthepaperworkthatholdsthemback,gettingthemoutonthestreetswhere

peoplecanethemandcriminalscanfearthem.

Ourreformsmeanthatthepolicearegoingtoanswerdirectlytothepeople.

Youwantmoretough,no-nonnpolicing?

Youwanttomakesurethepolicespendmoretimeconfrontingthethugsinyour

neighbourhoodandlesstimemeetingtargetsbystoppingmotorists?

Youwantthepoliceoutpatrollingyourstreetsinsteadofsittingbehindtheirdesks?

Electedpoliceandcrimecommissionersarepartoftheanswer:theywillprovidethat

directaccountabilitysoyoucanfinallygetwhatyouwantwhenitcomestopolicing.

Thepointofourpolicereformsisnottosavemoney,nottochangethingsforthesakeofit

–buttofightcrime.

Andinthelightoflastweekit‟sclearthatwenowhavetogoevenfurther,evenfasterin

beefingupthepowersandprenceofthepolice.

Alreadywe‟vegivenbackingtomeasureslikedispersalorders,we‟retougheningcurfew

powers,we‟regivingpoliceofficersthepowertoremovefacecoveringsfromrioters,we‟re

lookingatgivingthemmorepowerstoconfiscateoffenders‟property–andoverthe

comingmonthsyou‟regoingtoeevenmore.

It‟stimeforsomethingeltoo.

Aconcerted,all-outwarongangsandgangculture.

Thisisn‟tsomesideissue.

Itisamajorcriminaldiathathasinfectedstreetsandestatesacrossourcountry.

Stampingoutthegangsisanewnationalpriority.

LastweekItupacross-governmentprogrammetolookateveryaspectofthisproblem.

Andbelieveme–IunderstandtheangerwiththelevelofcrimeinourcountrytodayandI

amdeterminedwesortitoutandrestorepeople‟sfaiththatifsomeonehurtsoursociety,if

theybreaktherulesinoursociety,thensocietywillpunishthemforit.

Andwewilltacklethehardcoreofpeoplewhopersistentlyreoffendandblightthelivesof

theircommunities.

Sono-oneshoulddoubtthisgovernment‟sdeterminationtobetoughoncrimeandto

mountaneffectivecurityfight-back.

Butweneedmuchmorethanthat.

Weneedasocialfight-backtoo,withbigchangesrightthroughoursociety.

Familiesandparenting

Letmestartwithfamilies.

Thequestionpeopleaskedoverandoveragainlastweekwas„wherearetheparents?

Whyaren‟ttheykeepingtheriotingkidsindoors?‟

Tragicallythat‟sbeenfollowedinsomecasbyjudgesrightlylamenting:“whydon‟tthe

parentventurnupwhentheirchildrenareincourt?”

Well,jointhedotsandyouhaveaclearideaaboutwhysomeoftheyoungpeople

werebehavingsoterribly.

Eithertherewasnooneathome,theydidn‟tmuchcareorthey‟dlostcontrol.

Familiesmatter.

Idon‟tdoubtthatmanyoftheriotersoutlastweekhavenofatherathome.

Perhapstheycomefromoneoftheneighbourhoodswhereit‟sstandardforchildrento

Soifwewanttohaveanyhopeofmendingourbrokensociety,familyandparentingis

I‟vebeensayingthisforyears,sincebeforeIwasPrimeMinister,sincebeforeIwas

leaderoftheConrvativeParty.

So:fromhereonIwantafamilytestappliedtoalldomesticpolicy.

Ifithurtsfamilies,ifitunderminescommitment,ifittramplesoverthevaluesthatkeeps

peopletogether,orstopsfamiliesfrombeingtogether,thenweshouldn‟tdoit.

Morethanthat,we‟vegottogetoutthereandmakeapositivedifferencetotheway

familieswork,thewaypeoplebringuptheirchildren…

Weneedaneducationsystemwhichreinforcesthemessagethatifyoudothewrong

…butifyouworkhardandplaybytherulesyouwillsucceed.

Thisisn‟tadistantdream.

It‟salreadyhappeninginschoolslikeWoodsideHighinTottenhamandMossbournein

Hackney.

Theyexpecthighstandardsfromeverychildandmakenoexcusforfailuretowork

hard.

Theyfosterpridethroughstrictuniformandbehaviourpolicies.

Andtheyprovideanalternativetostreetculturebyshowinghowanyonecangetupand

getoniftheyapplythemlves.

KidsfromHammersmithandHackneyarenowgoingtotopuniversitiesthankstothe

schools.

Weneedmanymorelikethemwhichiswhywearecreatingmoreacademies…

…whythepeoplebehindthesuccessstoriesarenowopeningfreeschools…

…andwhywehavepledgedtoturnroundthe200weakestcondariesandthe200

weakestprimariesinthenextyear.

Butwiththefailuresinoureducationsystemsodeep,wecan‟tjustsay„theareour

plansandwebelieveinthem,let‟ssitbackwhiletheytakeeffect‟.

Inowwantustopushfurther,faster.

Arewereallydoingenoughtoensurethatgreatnewschoolsaretupinthepoorest

areas,tohelpthechildrenwhoneedthemmost?

Andwhyareweputtingupwiththecompletescandalofschoolsbeingallowedtofail,year

afteryear?

Ifyoungpeoplehaveleftschoolwithoutbeingabletoreadorwrite,whyshouldn‟tthat

schoolbeheldmoredirectlyaccountable?

Yes,thequestionsarealreadybeingaskedacrossgovernmentbutwhathappenedlast

weekgivesthemanewurgency–andweneedtoactonit.

Respectforcommunity

Justaswewantschoolstobeproudofwewanteveryonetofeelproudoftheir

communities.

Weneedanofsocialresponsibilityattheheartofeverycommunity.

Yetthetruthisthatfortoolongthebigbossybureaucraticstatehasdraineditaway.

It‟susurpedlocalleadershipwithitndlessWhitehalldiktats.

It‟sfrustratedlocalorganirswithitsrulesandregulations

Andit‟sdeniedlocalpeopleanyrealkindofsayoverwhatgoesonwheretheylive.

Isitanywonderthatmanypeopledon‟tfeeltheyhaveastakeintheircommunity?

Responsibilityandwelfare

Butoneofthebiggestpartsofthissocialfight-backisfixingthewelfaresystem.

Foryearswe‟vehadasystemthatencouragestheworstinpeople–thatinciteslaziness,

thatexcusbadbehaviour,thaterodeslf-discipline,thatdiscourageshardwork…

Iwantustolookattougheninguptheconditionsforthowhoareoutofworkand

Workisattheheartofaresponsiblesociety.

Sogettingmoreofouryoungpeopleintojobs,orupandrunningintheirownbusiness

OurWorkProgrammeisthefirststep,withlocalauthorities,charities,socialenterpris

toimportantoperationalchangestotheEuropeanConventiononHumanRights.

publicctororganisations,leadingthemtoactinwaysthatflyinthefaceofcommon

n,offendournofrightandwrong,andundermineresponsibility.

Manypeoplehavelongthoughtthattheanswertothequestionsofsocialbehaviouris
