宾夕法尼亚大学占地108.86hm2(269英亩),位于
费城中央商务区的西侧,常住人口多于5万。作为本地
区最大以及全州第四大私人机构,宾大不仅对地区经济
的繁荣,而且对在大学内部或附近邻里生活和工作的很
多人都有很重要的影响。
这所大学目前正在进行几十年来最雄心勃勃的建设
项目之一:为适应快速成长的医学研究领域的需要,翻新
和重建陈旧校舍,为所有本科生提供校内宿舍,以及建立
校园与市中心的稳固联系。为此,宾大需要一个能够强化
其作为长春藤联盟主要成员的策略规划来指导学校的发
展,重要的是在宾大周边拥挤的都市环境和以学校为中心
的结构下,这些建议和指导原则必须具有可行性。
通过与常务副校长、设施规划和房地产开发系、宾大
建筑师及一个各专业联合顾问小组合作,欧林事务所和一
个由5名教职员工及学生组成的委员会一起确认了面临的
问题、发展规划策略以及政策建议。成果是一份以宾大发
展目标为主要议题的20年规划,其中包括学术计划、校
园生活、历史遗产、交通流量、运输方式和停车问题, 以
及维护和经营等等,共总结为3个文本:“行动纲要”,一
份36页的目标和建议大纲;“宾大2020校园发展规划”,
关于研究发现、建议和对策的总体看法;“宾大2020校园
发展导则”,一本如何改善校园物质环境的手册。
宾夕法尼亚大学的董事们于2001年2月认可了该
校园发展规划。目前宾大正在推行这些能够刺激其今后
20年发展的关键实施计划。目前,发展规划中涉及的10
个项目已经启动,其中包括强化和延伸3条主要的校园
步行轴线,以及与发展商合作开发最近获得的大片土
地。重要的是,这一规划使宾大能够优化利用其资源,
在保证学院发展的同时也取得高品质的城市环境。□

The University of Pennsylvania occupies a 269-
acre campus west of the central Business District of
Philadelphia and serves a daily population of over
50,000. As the largest private employer in the region
and the fourth largest in the state, Penn has a
significant impact not only on the economic health
of the region, but also on the daily life of the many
individuals who live and work at the University or in
the surrounding neighborhoods.
This great University is now in the midst of one
the most ambitious building programs in decades
to accommodate rapid growth in the medical and
research fields; to renew or replace aging facilities;
to house all undergraduates on campus; and to
establish a strong physical connection to Center
City. Penn required a strategic plan to direct this
growth and development in a manner that
reinforces it's identity as a premier Ivy League
institution. Importantly, the recommendations and
initiatives had to be achievable within the context
of Penn's dense urban setting and School-centered
organizational structure.
Working with the Executive Vice President, the
Dept. of Facilities Planning and Real Estate
Development, the University Architect and a multi-
disciplinary team of consultants, Olin Partnership
consulted with five committees of faculty, students
and staff to identify issues and develop planning
strategies and policy recommendations. A 20-year
plan that addresses topics central to Penn's mission,
including Academic and Scholarly Purpose,
Campus Life, Historic Heritage, Traffic, Transit and
Parking, and Maintenance and Operations is
summarized in three volumes. The Executive
Summary is a 36-page synopsis of goals and
recommendations; 2020 Penn - Campus
Development Plan is an overview of findings,
recommendations and strategic initiatives; and
2020 Penn -Guidelines for Campus Development is
the "how-to" handbook for all physical
improvements to the campus.
The Trustees of the University of Pennsylvania
endorsed the Campus Development Plan in
February 2001, and the University is moving forward
with key strategic initiatives that will catalyze Penn's
development over the next two decades. At the
moment of this publication ten projects have been
initiated that were included in the plan. These
projects focus on development that reinforces
and extends the three main axes of pedestrian
circulation through campus, and includes
significant initiatives to develop large tracts of
newly acquired land in partnership with other
development interests. Importantly, this plan allows
the University to leverage its resources to secure
institutional growth that supports a high quality
urban environment.□
