TheInstituteofAgriculturalResourcesandRegionalPlanning(IARRP)ofChineAcademyof

AgriculturalSciences(CAAS)wastablishedinMay2003afterthereorganizationoftheInstituteof

SoilsandFertilizers(establishedinAugust1957)andtheInstituteofNaturalResourcesandRegional

Planning(establishedinFebruary1979).Itisanationalcomprehensiverearchinstitutionwitha

focusonagriculturalresourcesutilizationandregionaldevelopment.

Asanationalagriculturalresourcesandenvironmentalsciencerearchcenter,theinstitutetargetsat

rvingnationaleconomicconstruction,promotingagriculturaldevelopment,increasingfarmer's

income,undertakingtheprimarymissionofnationalandinternationalcooperativerearchprojects,

titutecaterstothewholecountry,studiesandexploresthetheoriesand

methodsinthefieldsofagriculturalresourcesandenvironmentalrearch,agriculturaldevelopment

strategy,regionalplanningandstructuraladjustment,agriculturalproductionandpracticaltechniques,

andfosterscompetentagriculturists.

Bytheendof2010,IARRPhasatotalof306staffmembers,including138professorsorassociate

herearchers,59%ofthemhavedoctor'sdegreeand92ofthemaregraduate

tutors.

Inlinewiththenationalstrategicdemandsanddisciplineconstructionplanning,theinstitutehas

activated5academiclevelteamsinscientificandtechnologicalinnovationinthefieldsofplant

nutritionandfertilizer,agriculturalremotensing,regionalagriculturaldevelopmentandecological

应用当代生物科学、材料科学和制造业的最新方法与技术,开展肥料科技领域的应

用基础与创新技术研究。主要研究作物高产高效的土壤学和生物学基础,研发作物

专用复合肥、缓/控释肥料、功能有机肥和其它新型肥料,并大力发展肥料资源管理

主要围绕我国农业水土养分资源高效协调利用与环境保护等全局性、战略性和

关键性问题,以农业水资源高效安全利用为核心,重点开展以水为主要驱动力的基

础理论和应用基础研究、以提高水分利用率和效率为核心的应用技术研究、以黄河

流域为重点的区域保护农业水资源与产地生态环境质量技术与理论研究,为保障农

主要围绕农作物生长发育全过程及农田环境要素及时准确监测预警需求,重点开

展农情信息可视化实时远程自动监测设备研发,实时监测预警技术研究,制定监测

预警技术规范,结合天基、空基多元信息,研究农情信息多元反演技术,为发展农

情信息监测预警数字化业务提供科技支撑;围绕农业防灾减灾,重点开展农业自然

灾害致灾机理、孕灾环境及其演变规律研究,农业防灾减灾新材料、新技术、新产

品研发,农业灾害应急响应与风险管理技术研究,为国家农业防灾减灾提供科技支

撑。

四、条件平台

研究所建有国家工程实验室1个,部及院级重点实验室3个,野外台站9个,

质检中心2个,菌种保藏库1个,卫星地面接收站1个,试验协作网3个,设在河

北平泉的国家食用菌产业技术研发中心和广东江门的农业资源野外实验站正在筹建

1.耕地培育技术国家工程实验室

2010年经国家发展与改革委员会批准建立,实验室下设高产土壤培肥、中低产

土壤治理、土壤质量评价和新型肥料研制等5个技术研究室,建有土壤调理剂和新

型肥料2个中试车间,并在6个典型粮食主产区建立技术示范基地。实验室围绕国

家主要粮食作物生产需求,以土壤和肥料资源高效利用,提高粮食增产能力为目标,

以构建土壤和肥料资源高效利用技术体系为主要任务,利用已有基础和研究成果,

重点突破以提升土壤有机质为核心的高产土壤培肥技术、以消减障碍、阻控退化和

定向培育为目标的中低产土壤治理技术、以信息化为支撑的土壤质量评价技术、以

肥料缓/控释、有机无机复合化和功能化为代表的新型肥料研制技术、以提高肥料利

用率和高产稳产为中心高效施肥技术等五大共性关键技术体系,在中试基地和粮食

核心主产区进行技术工程化创新集成和转化应用,为粮食持续增产提供强有力的技

2.农业部作物营养与施肥重点开放实验室

1996年11月经农业部批准建立,首次批准命名为农业部植物营养重点开放实验

室,后于第五轮评估时更名为现名。长期以来,实验室以新型肥料研创和提高我国

新型科学施肥技术为目标,主要围绕“植物营养生理与分子生物学”,“养分转化

与循环过程及调控原理”,“养分资源高效利用机制”和“施肥与环境质量控制原

理”4个方向开展工作。在土壤养分转化、新型肥料研创、高效施肥技术等国际同领

域中处于先进水平,在国内本学科处于领先地位。

2002年11月经农业部批准依托农业遥感研究室组建而成,是国家遥感中心农业

应用部和农业部遥感应用中心研究部的挂靠单位。该室以现代遥感技术、地理信息

技术、导航定位技术等空间信息技术为主要手段,研究农作物、土地、草地和灾害

的遥感监测机理和技术方法,开展农业资源环境时空变化规律和灾害影响评价等,

在农作物遥感监测系统、区域土地利用变化、草地遥感监测与评估技术和农业灾害

遥感监测与评价技术、空间信息技术支持的数字农业等方面的总体研究水平与国际

先进水平同步,在国内本学科处于领先地位。主要研究方向包括农情遥感、资源遥

植物、土壤及土壤环境等样品的委托检验和仲裁检验,行政委托的肥料和土壤调理

剂产品质量监督检验和发证检验,境内外肥料和土壤调理剂产品的田间肥效试验。

的质量监督检验,向社会提供产品质量检验公证数据;承担全国微生物肥料产品的

登记受理和食用菌菌种的认定工作;从事相关标准、质检新技术和微生物作用机理

中心成立于1979年,是国家级农业微生物菌种保藏管理机构,担负着全国农业

微生物菌种收集、鉴定、保藏、评价、供应及国际交流的任务。

中心设有细菌、放线菌、根瘤菌、食用菌、植物病原菌、厌氧微生物、小型丝

状真菌及酵母菌资源实验室,建有液氮库、超低温冰箱库、4℃~10℃冷冻干燥菌种

保藏库、4℃~10℃低温保藏库以及10℃~15℃低温矿油保藏库。拥有本领域最先进

的实验分析仪器及设备。目前库藏资源共计603属,2199种,11970株菌种,约30

万份。

1、湖南祁阳农田生态系统国家野外科学观测研究站

建于1960年,2000年列为国家级野外台站。由衡阳办公区和祁阳、冷水滩2个

实验基地组成。占地面积650亩,设有水田实验区、旱地实验区、生态恢复实验区、

水土保持实验区、丘陵植被恢复观测区、自然植被恢复观测区、肥力变化长期定位

监测区、经流观测场等。主要针对南方红壤丘陵区开展农业资源综合利用、区域治

理、农业生态、土壤污染监测与治理、土壤改良与培肥、牧草栽培与综合利用、水

土保持、水田与旱地肥力演变与肥料效益观测及实验。

场。建有7个长期观测样地,长期进行草原生态系统水、土、气和植被常规观测,

建有草地生态及生产利用大型长期实验平台多个,拥有气象观测站、碳通量观测塔

群、土壤水分监测系统以及群落光合、呼吸、蒸腾观测等野外观测和实验设备。

HulunberGrasslandEcosystemObrvationandRearchStation(HGEORS)was

establishedin1997andwasassignedasthekeystationofMOAandnationalkeystation

InnerMongolia(N49°19´,E120°03´,Alt.628m).Thetargetsofthestationincludes:

(1)torevealtheecologicalprocessofmeadowsteppeaswellasitsrespontoavariety

建于1987年。于1999年列为国家级野外台站。在吉林、新疆、陕西、北京、

河南、浙江、湖南、重庆设有八个监测站。建有田间定位试验区、养分渗漏池、盆

栽网室、气象观测哨以及示范田等研究设施;建有生物、土壤、养分与肥料、和气

象资料数据库,以及长期定位试验样品库。主要开展我国不同区域、不同类型土壤

和不同施肥制度条件下土壤肥力长期演变规律;肥料利用率以及肥料农学和生态环

境效应、不同水热梯度带农田土壤肥力质量和环境质量演变规律;最佳施肥制度以

及集约化养殖废弃物农业利用的环境效应研究。

建于1966年,是我国黄淮海地区建立最早的综合性农业科研基地之一,由德州

办公区和陵县、禹城2个试验基地组成。德州办公区建有3000m2综合科研实验楼,

设有“肥料资源与新型肥料”、“植物营养与施肥”和“土壤改良与培肥”三个综

合实验室,配有原子吸收分光光度计、紫外分光光度计、光合作用测定仪等大型仪

器设备;两个试验基地拥有试验用地280亩,建有有机无机结合、保护性耕作、农业

节水、土壤培肥与改良等长期定位试验平台,建有常规土壤理化分析实验室,在禹城

试验基地建有集国内外新型肥料主流试验设备于一体的新型肥料工程技术中心。

养和土样分析化验等仪器设备。主要开展燕山生态环境长期监测,地带性山区生态

系统结构、功能及其演替观测及农林特色资源开发与高效利用、北方农林牧生态系

统耦合发展、旱作节水技术与示范、农业农村可持续发展模式研究。

据库、土壤养分含量数据库、植株养分含量数据库、气象资料数据库、养分渗滤池、

网室、实验室、等实验设施。主要开展潮褐土土壤肥力与肥料效益长期定位监测试

验、畜禽粪便和秸秆长期施用定位试验和污泥长期施用定位试验。

属设施,实验室配备了凯氏定氮,分光光度计,火焰光度计,烘箱,等简单实验仪

器。建有干旱棚一座、露天土壤溶质运移渗漏池80个、小区径流观测场一座,配备

土壤水分时域反射仪,径流流量记录仪,张力计等观测仪器。主要进行旱地农业生

态因子长期定位监测,开展旱地农业增产新技术体系及国家旱地农业科技攻关研究

及试验示范。

8、廊坊实验基地

建于2002年,位于河北省廊坊市万庄镇,占地面积380亩,分为设施农业试验

区和综合试验示范区。基地建有全自动智能化连栋温室、普通日光温室、旱棚、径

流观测场、气象观测场与涡度相关系统以及各种灌溉设施和综合科研楼、旱作节水

技术中试车间等。是节水农业、植物营养与肥料、农业生态、农业遥感等学科开展

科学研究和成果转化示范、推广、开发的科技平台。

9、密云科学试验站

建于1998年,位于北京密云县境内,占地127.5亩,建有综合科技试验楼、日

光温室、采样间、分析化验室等办公、实验设施和先进的实验仪器设备。主要开展

都市郊区生态环境长期监测,燕山山区生态系统结构、功能及其演替观测及农业旱

作节水技术与示范、农业农村可持续发展模式、生物质能源的利用与发展研究。

五、国际合作

研究所国际合作与交流保持良好发展态势,目前与加拿大、美国、英国、欧盟、

日本、澳大利亚、德国、芬兰、比利时、意大利、韩国等国家或地区、国际组织建

立了良好的合作关系,签署了数十项合作协议。开展国际学术交流频繁,每年主办

或承办各种国际学术研讨会多个,派出科研人员近百人次,接待外宾百余人次;目

前正在执行中国-欧盟科技合作、APEC地区科技合作、中日双边科技合作等多项国际

合作项目;研究所国际学术影响逐渐扩大,已有多名专家担任国际学术期刊副主编、

编委和特约审稿人等。
