Need-badaidremainsbyfarthelargestshareofall
studentaid,whichincludesstate,federalandinstitutional
itaid,offeredprimarilybyschoolsandstates,
isgrowingfaster,bothoverallandattheinstitutionallevel.
Between1995-96and2003-04,institutionalmeritaidalone
incread212%,comparedwith47%
