MrPresident,DeputySecretary-General,Excellencies,LadiesandGentlemen,
itisagreathonourformetoaddressthisGeneralAsmblyforthefirsttimeandto
dosoasPrimeMinisterofacountrythathasalwaysbeenaproudandpro-active
memberattheveryheartofthisUnitedNations.
ThisUnitedNationswasformedbecauleadersacrosstheworldknewthat
theycouldonlydelivercurityfortheircitizensathomeiftheycouldcooperate,asa
communityofnations,todelivercurityacrosstheglobe.
Someofthethreatsthatwefacetogethertodayarefamiliartothofounding
leaders:war,politicalinstability,abusofhumanrightsandpoverty.
Othersarenew:globalterrorism,climatechange,andunprecedentedmass
movementsofpeople.
Wegatherheretodaybecauweknowthatsuchchallengesdonotrespectthe
bordersofourindividualnationsandthatonlybyworkingtogethershallwe
overcomethem.
AsanewPrimeMinistertotheUnitedKingdommypledgetothisUnited
Nationsissimple:theUKwillbeaconfident,stronganddependablepartner
internationally–truetotheuniversalvaluesthatwesharetogether.

Wewillcontinuetohonourourcommitmenttospend0.7percentofour
GrossNationalIncomeondevelopment,buildingontheachievementswehave
alreadymadetoreducepoverty,dealwithinstabilityandincreaprosperitythe
illdriveforwardtheimplementationoftheSustainable
DevelopmentGoals.
Wewillcontinuetochampiontherightsofwomenandgirls,makingsurethat
allgirlsgettheeducationtheyderve,andtacklinghorrificabussuchasfemale
genitalmutilationandtheuofxualviolenceinconflict.
Wewillcontinuetobeasteadfast,permanentmemberoftheSecurityCouncil,
meetingourNATOcommitmenttospend2percentofGDPondefenceandmakinga
leadingcontributiontoUNpeacekeepingefforts,wherewehavedoubledour
commitment,includingnewdeploymentstoSomaliaandSouthSudan.
Wewillcontinuetostandupfortherulesbadinternationalsystemandfor
internationallaw,andIjoinotherleadersincondemningtheoutrageousbombingof
theaidconvoyinSyriayesterday.
Wewillcontinuetoplayourpartintheinternationaleffortagainstclimate
demonstrationofourcommitmenttotheagreementreachedinParis,
theUKwillstartitsdomesticprocedurestoenableratificationoftheParisagreement,
andcompletethebeforetheendoftheyear.
Andwewillcontinuetostrengthenourexistingpartnerships,fromthisUnited
Nations,totheCommonwealthandNATO,ekingtoresolveconflictincountries
acrosstheworld-fromColombiaandCyprustoSomaliaandYemen.

Butwemustneverforgetthatwestandhere,atthisUnitedNations,as
rvantsofthemenandwomenthatwereprentbackathome.
Andaswedoso,wemustrecognithatfortoomanyofthemenand
womentheincreasingpaceofglobalisationhasleftthemfeelingleftbehind.
Thechallengeforthoofusinthisroomistoensurethatourgovernments
andourglobalinstitutions,suchasthisUnitedNations,remainresponsivetothe
arecapableofadaptingourinstitutionstothedemands
ofthe21stcenturyandensuringthattheydonotbecomeirrelevant.
Sowhenitcomestothebigcurityandhumanrightschallengesofourtime,
weneedthis–ourUnitedNations-toforgeaboldnewmultilateralism.
Becauaswehaveeneveninthepastweek,nocountryisuntouchedby
nextremistsanywhereintheworldcan
transmittheirpoisonousideologiesdirectlyintothebedroomsofpeoplevulnerableto
radicalisation,weneednotjusttoworktogethertopreventconflictandinstabilityin
nationstatesbuttoactgloballytodisruptthenetworksterroristgroupsutofinance
theiroperationsandrecruittotheirranks.
Whenweethemassdisplacementofpeople,atascaleunprecedentedin
recenthistory,wemustensureweareimplementingthepoliciesthatarefitforthe
challengeswefacetoday.
Andwhencriminalgangsdonotrespectournationalborders–traffickingour
fellowcitizensintolivesofslaveryandrvitude–wecannotletthobordersactas
abarriertobringingsuchcriminalstojustice.

Ineachoftheareas,itistheconveningpowerofourUnitedNationsthat
anonlydosoifwemoderniand
adapttomeetthechallengesofthe21stcentury.
AsaUnitedNationswehaveshownhowwecanworktogethertoreducethe
threatfrominternationalterrorismbypreventingconflictandinstabilityfrom
developing.
Forexample,throughourPermanentMembershipoftheSecurityCouncil,
2010,withhugesupportfromacrosstheregion,andcriticallythecommitmentof
Somalisthemlves,AlShabaabhasbeendrivenfromallthemajorcitiesitudto
control.
Itisvitalthatasaninternationalcommunitywecontinuetosupportcountries
intheregionthatarecontributingthousandsoftroops,andthatwecontinuetobuild
whytheUKisnowgoingtoincrea
furtherourcuritysupportandwewillbecallingonotherstodothesame,hosting
aninternationalconferenceonSomaliain2017tomaintainthisvitalmomentum.
MissionslikethismustremaincentraltotheworkofthisUnitedNations,but
ontheirowntheyarenotenough.
Becautheterroristthreatswefacetodaydonotcomefromonecountrybut
balnetworkstheyexploitrequireadifferentkindof
globalrespon.

Theorganisationsareusingourownmodernbankingnetworksagainstus.
Soweneedtolookatourregulations,ourinformationsharingandusingour
technologicalcapabilitiestogetaheadofthem.
Theyaretargetingourairlines,exploitingthefactthatnoonecountrycan
keepitscitizenssafewhentheyareflyingbetweenmultiplejurisdictions.
ThatiswhythisweektheUnitedNationswillvoteonaUKledresolutionon
aviationcuritytoensurethateverycountryimplementsthestandardsweneedto
ensurethatnocountryistheweaklink.
Theyareexploitingtheinternetandsocialmediatospreadanideologythatis
edtotacklethisideology
head-on.
ThatiswhytheUKhaschampionedtheworkthattheSecretaryGeneralhas
,asaninternational
community,wemustworktogethertoadoptandimplementthemostcomprehensive
nationalactionplanstotackleboththecausandthesymptomsofallextremism.
toaddressthe
wholespectrumofextremism-violentextremismandnon-violentextremism;
Islamistandneo-Nazi–hateandfearinalltheirforms.
JustasweneedtheUnitedNationstomodernitomeetthechallengesof
terrorisminthe21stcentury,sowealsoneedtoadaptifwearetofashionatruly
globalrespontothemassmovementsofpeopleacrosstheworldandthe
implicationsthisbringsforcurityandhumanrights.

The1951conventionandthe1967protocolmustremainthebedrockofour
respon,butthecontextinwhichtheymustbeappliedhasdramaticallychanged.
Acrosstheworldtoday,thereare65millionpeoplewhohavebeenforcibly
iquivalenttotheentirepopulationoftheUnitedKingdom.
Itisanunprecedentedfigure,
UNappealsareunderfunded;hostcountriesarenotgettingenoughsupport;and
refugeesarenotgettingtheaid,educationandeconomicopportunitiestheyneed.
hecondlargestbi-lateralproviderofassistance,
theUKremainsfullycommittedtoplayingaleadingrole.
Inthelast5yearstheUKhasinvestedover$9billioninhumanitarian
assistance,savingmillionsofliveveryyear.
TheLondonSyriaConferenceinFebruaryraid$12billioninpledges,the
largestamounteverraidinonedayinrespontoahumanitariancrisis.
Andthatmoneyisbeingudtocombinebothurgenthumanitarianassistance
andvitaleconomicdevelopment,benefittingbothrefugeesandthecommunitiesand
countrieshostingthem.
Clearlyweneedtocontinueoureffortstobringanendtotheconflictandthe
appallingslaughterinSyriaandtogetaidthroughtothowhoneedit.
AndwhiletheeffortscontinueinsideSyria,wealsoagreedneweffortsto
supportrefugeesandhostcommunitiesinneighbouringcountries,includingthrough
beingassistedbyloansfrominternational
oughourtrading

relationshipsanddirectengagementwithbusinesswearemobilisingtheprivate
ctortocreatenewjobsintheregionforeveryone.
Andwhilethereismoretobedone,itisthisapproachtofinancingboth
humanitariansupportandeconomicdevelopmentthatIwillbechampioningwhenI
announceafurtherUKfinancialcontributionatPresidentObama’sRefugeeSummit
latertoday.
Butinadditiontorefugeesanddisplacedpeoplefleeingconflictand
percution,wearealsoeinganunprecedentedmovementofpeopleinarchof
greatereconomicopportunitiesthroughthesameunmanagedchannels.
Thisaffectsallofus,
cannotignorethischallenge,todobetter.
Betterforthecountriespeopleleave,forthecountriestheymovethrough,forthe
countriestheytrytogetto–andmostofall,betterforthemigrantsandrefugees
themlves.
Despitethehugeincreaininternationalefforts,moremigrantshavedied
vewe
havetoutheopportunityaffordedbythisGeneralAsmblyforanhonestglobal
debatetoaddressthisglobalchallenge.
Indoingso,weshouldbeclearthatthereisnothingwrongwiththedesireto
othatcontrolled,legal,safe,economicmigration
bringsbenefitstooureconomies.

todosoerodespublicconfidence,fuelsinternationalcrime,damageconomiesand
reducestheresourcesforthowhogenuinelyneedprotectionandwhorightsunder
theRefugeeConventionshouldalwaysbefulfilled.
Ibelievetherearethreefundamentalprinciplesthatwenowneedtoestablish
attheheartofanewapproachtomanagingmigrationthatisintheinterestsofall
thoinvolved.
First,wemusthelpensurethatrefugeesclaimasyluminthefirstsafecountry
renttrendofonwardmovements,whererefugeesreachasafe
countrybutthenpressonwiththeirjourney,canonlybenefitcriminalgangsand
exporefugeestogravedanger.
Sowemustalldomoretosupportcountrieswheretherefugeesfirstarrive-to
providethenecessaryprotectionandassistanceforrefugeessafelyandswiftly,andto
helpcountriesadapttothehugeeconomicimpactthatrefugeescanhave–including
ontheirexistingpopulation.
AsweareeinginJordan,LebanonandTurkey,whentherightassistanceis
provided,solutionsthatprovidesanctuaryandopportunitytorefugees,and
opportunitiesforthohostingthem,canbefound.
Thisisalsogoodfortherefugeesandthecountriestheycomefrom–becau
theclortheystaytohome,theeasieritwillbeforthemtoreturnandrebuildafter
theconflict.

Second,weneedtoimprovethewayswedistinguishbetweenrefugeesfleeing
vewemustensuretheexistingconvention
andprotocolareproperlyappliedtoprovideprotectiontorefugeesandreducethe
turnwillhelpustarget
supportforthorefugeeswhoneeditmostandretainthesupportofourpopulations
fordoingso.
Third,weneedabetteroverallapproachtomanagingeconomicmigration
whichrecognisthatallcountrieshavetherighttocontroltheirborders-andthatwe
mustallcommittoacceptingthereturnofourownnationalswhentheyhavenoright
toremainelwhere.
Byensuringamanagedandcontrolledinternationalmigrationrespon-and
atthesametimeinvestingtotackletheunderlyingdriversofdisplacementand
migrationatsource-wecanrejectisolationismandxenophobia,achievingbetter
outcomesforallofourcitizens–andparticularlyforthemostvulnerable.
Finally,aswegatherheretodaytobringthefoundingvaluesoftheUnited
Nationstobearonsomeofthemostpressingglobalproblems,thelikesofwhichwe
haven’tenbefore,sowemustalsofaceuptothefactthatsomeoftheworsthuman
rightsabusthatwethoughtwehadconfinedtothehistorybookshavere-emerged
innewperniciousforms.
TheUniversalDeclarationofHumanRightsproclaimedbytheGeneral
Asmblystatedthatallhumanbeingsarebornfreeandequalindignityandrights,

thatnooneshallbeheldinslaveryorrvitudeandthatslaveryandtheslavetrade
shallbeprohibitedinalltheirforms.
Yetnearlyventyyearson,weareprentedwithanewformofslavery:
modernslavery.
Organidcrimegroups,whoarelargelybehindthismodernslavery,lure,
dupeandforceinnocentmen,womenandchildrenintoextremeformsofexploitation.
Traffickedandsoldacrossborders;victimsareforcedintolivingthekindof
inhumaneexistencethatisalmosttoomuchforourimagination.
Thecriminalshaveglobalnetworkstohelpthemmakemoneyoutofsome
oftheworld’sareheldcaptiveinsqualidconditions
undertheconstantshadowofviolenceandforcedintoxandlabourexploitation.
Ifwearegoingtosucceedinstampingoutthisabhorrentcrimeandbringthe
perpetratorstojustice,weneedtoconfronttherealityofwhatwearedealingwith.

oftenutheinternetandmoderntechnologytorecruit,transport,controlandexploit
theirvictims,allthewhilestayingaheadoflegalsystemsthatareoftenconstrainedby
traditionalgeographicalboundaries.
Sowemusttakeaction.
Wemustuourinternationallawenforcementnetworkstotrackthe
criminalsdown,wherevertheyareintheworld,andputthembehindbarswherethey
belong.

Weneedtobesmarterandevenmoreco-ordinatedthanthecriminalgangsin
oureffortstostopthem.
IntheUK,Iamttingupthefirstevergovernmenttaskforceformodern
slavery,bringingtogethereveryrelevantdepartmenttoco-ordinateanddriveallour
effortsinthebattleagainstthiscruelexploitation.
Wearealsousingouraidbudgettocreateadedicatedfundfocudonhigh
riskcountrieswhereweknowvictimsareregularlytraffickedtotheUK.
Andyesterday,Icommittedthefirst£5millionfromthisfundtoworkin
Nigeriatoreducethevulnerabilityofpotentialvictimsandstepupthefightagainst
thowhoektoprofitfromthiscrime.
ButifwearetomeettheSustainableDevelopmentGoaltoeradicatemodern
slavery,weneedtogomuchfurther.
Securityrelationshipshavedevelopedbetweensomanycountriesfordealing
withissueslikecounter-terrorism,cybercurity,drugtraffickingandwider
onothaveasimilarrelationshipforthisfightagainst
modernslavery.
Soweneedourlawenforcementagenciestoworktogether–withjoint
investigationteamsworkingacrossmultiplecountries.
Victimswillonlyfindfreedomifwecultivatearadicallynew,globalandco-
ordinatedapproachtodefeatthisvilecrime.
Togetherwemustworktirelesslytoprervethefreedomsandvaluesthat
havedefinedourUnitedNationsfromitsinception.

Togetherwemustworktirelesslytorestorethefreedomsandvaluestothe
livesofthemen,womenandchildrenwhoareexploitedforprofitandheldcaptive
withlittleornochanceofescape.
FromtheStJames’PalacedeclarationandtheAtlanticCharterforgedby
WinstonChurchillandPresidentRoovelt,tothefirstmeetingofthisGeneral
AsmblyinLondonin1946,theUnitedKingdomhasalwaysbeenanoutward-
facing,globalpartnerattheheartofinternationaleffortstocurepeaceand
prosperityforallourpeople.
ntheBritishpeoplevotedtoleavethe
EU,theydidnotvotetoturninwardsorwalkawayfromanyofourpartnersinthe
world.
Facedwithchallengeslikemigration,adesireforgreatercontroloftheir
country,andamountingnthatglobalisationisleavingworkingpeoplebehind,
theydemandedapoliticsthatismoreintouchwiththeirconcerns;andboldactionto
addressthem.
Butthatactionmustbemoreglobal,ethebiggestthreatsto
ourp
weonlyfocusonwhatwedoathome,thejobisbarelyhalfdone.

Onlywe–asMembersofthiscommunityofnations–canacttoensurethis
greatinstitutionbecomesasrelevantforourfutureasithasbeeninourpast.

Soletuscometogether,truetoourfoundingvaluesbutresponsivetothe
challengesoftodayandletusworktogethertobuildasafer,moreprosperousand
morehumaneworldforgenerationstocome.
