quiteextraordinarycityyouhavehere,andcongratulationstoeverybodywhoisinvolvedinits

development,becauIthinkyouarewellonyourwaytobeingaworldclasscityby2015.

Wefullysupportthatambition,andIshouldalsosaycongratulationstoShanghaibecauthey

wontheirbidstohosttheSpecialOlympicsin2007,links

betweenUKcompaniesandShanghaiaregettingeverclor,andactuallybetweenthepeopleas

aswiththeMayor,walkingalongtheBund(phon)justashorttimeago,therewas

awomanjournalistwhorusheduptometoaskmeaquestion,shefinishedaskingmethequestion,

andIsaidtoher-becauIthoughtshespokeverygoodEnglish-wheredidshelearntheEnglish.

AnditisanamazingthingtothinknowthatyouhavemoreChinestudentscomingtotheUK

thananyothercountry,sotheUKisyourfirstdestinationforstudentsfromChina,andthatisa

reasinShanghaijustafewyearsago,whenIwaslasthere

in1998,sotheytellmethatthestudentvisaswerearoundabout1,000,in2002weissued5,000.

saworldleaderinthedevelopmentof

public-privatepartnerships,whichinvolvethepublicandtheprivatectorworkingtogetherto

heUK,theprivatefinancinginitiativeshaveenabled

ustodevelopourinfrastructuremorecosteffectively,morequicklyandtoahigherqualitythan

splayingabigpartnow,asIwaxplainingtoyour

peopleupstairs,itisplayingabigpartinallowingustohavemajorpublicctorbuilding

programmesdeliveredonbudgetandoncost,whichpublicctorbuildingprojectsaren’talways.

Wehavegotalottoofferintermsofeducationandculturalexchange,wehavegotalottoofferin

termsofurbanregeneration,andinourpublicandprivatectorpartnershipsIliketothinkthat

weareleadingtheworldinthisarea.

ButIthinkthereareotherreasonstoowhyitisimportant,notjustthatwedevelopstronglinks

betweentheUKandShanghai,butwhywedeepentherelationshipbetweenBritainandChinaas

inktherearekeyreasonswhyBritainandChinaarenaturalpartnersforeach

streasonisthatIthinkweunderstandaswellasanyonethatglobalisationishaving

tomakeoureconomiesmoreadaptableandmoreflexibleinordertocompete,thatoureconomies

arehavingtoadjusttoconstantchange,changebeingdrivenbycompetition,changebeingdriven

hereinChinaaredevelopingyoureconomyatanextraordinaryrate,butit

isgoingtorelyonpartnerswhocanassisttheprocessofdevelopmentandwhounderstandthe

ondreasonisthe

againpeopledon’tquiteyet

appreciateinmanypartsoftheworldtheabsolutelyfundamentaltransformingnatureofthe

businesspeople,peoplelikeyourlveswhoaresuccessfulanddoingwell,alongsidethatImet

peoplewhoarebenefitingfromadevelopmentprojectintheGangzuProvinceinthewestof

peoplehadtaken2daystotraveltoBeijing,anditwasthefirsttimethatthey

hadeverbeentoBeijing,roneChinapolicyisa

wayoftryingtomakeChinadevelopinawaythatisnotjustcommerciallysuccessfulforpeople

hereinShanghai,butwhichthenallowsthatwealthtospreadthroughouttheentiretyofthe

country,ain,Ithink

thatwecanhelpbyofferingsomeofourexperience,notjustinhowwehavetriedtodevelopour

owncountry,butasaleadingplayerinEuropethatisnowpartoftheEuropeanUnion,nextyear

AndIthinkhereinChinayourchallengeisofcoureconomic,andthatisachallengeyouare

meetingwithgrowthratesanddevelopmentfarbeyondthedreamsofthedevelopedworldin

allengeiconomic,butitisnotonlyeconomic,your

challengeisalsotospreadthatwealthrightthroughoutthecountry,toliftthestandardsofliving

evenofthe

tsimplyyoureconomicgrowth,

itisnotsimplythemarvellousdevelopmentoftheBundandShanghai,whicheveryyeares

enormouschange,itisthefactthatyouaretryingtodothatwithinacountryofmanydifferent

traditionsandmanydifferentcultures,butacountryyouwanttokeepunifiedasoneChinasothat

thatisafineandnoble

idealtoaspireto,andIwouldliketothinkintheyearstocome,thataswellashelpingyouwith

theverypracticalmeasuresofdevelopment,whetherinscienceorinurbanregeneration,orin

public/privatepartnerships,wecanhelpalso,asyourpartnerinEurope,explaintotheworldwhy

Chinaismorethanjustaremarkableachievementineconomicgrowth,itisalsoaremarkable

achievementasacountrytoberaisingthestandardoflivingofitspeopleandinsistingthatno

matterhowwealthyonepartofChinais,allpartsofChinamustbenefitfromthewealthcreated.

AndcomingheretoShanghai,IwanttosaytoyoufirstofallhowdelightedIhavebeentoethe

enormousprogressinthiscity;butcondlytoexpressmyprofoundadmirationforwhatyouare

doinghere,notjustinShanghai,butthroughoutthewholeofChinatobringprogressandwealth

toallyourpeople.
