IfIreadthetemperofourpeoplecorrectly,wenowrealize

aswehaveneverrealizedbeforeourinterdependenceoneach

other;thatwecannotmerelytakebutwemustgiveaswell;that

ifwearetogoforward,wemustmoveasatrainedandloyalarmy

willingtosacrificeforthegoodofacommondiscipline,becau

fortemporarydeparturefromthatnormalbalanceofpublic

procedure.

Iampreparedundermyconstitutionaldutytorecommend

themeasuresthatastrickennationinthemidstofastricken

easures,orsuchothermeasuresas

theCongressmaybuildoutofitxperienceandwisdom,Ishall

ek,withinmyconstitutionalauthority,tobringtospeedy

adoption.

ButintheeventthattheCongressshallfailtotakeoneof

thetwocours,andintheeventthatthenationalemergency

isstillcritical,Ishallnotevadetheclearcourofdutythatwill

asktheCongressfortheoneremaining

instrumenttomeetthecrisis--broadExecutivepowertowagea

waragainsttheemergency,asgreatasthepowerthatwouldbe

giventomeifwewereinfactinvadedbyaforeignfoe.
