TheUnanimusDeclarationofTheThirteenUnitedStates

ofAmerican

WhenintheCourofhumanevents,itbecomesnecessaryfor

onepeopletodissolvethepoliticalbandswhichhaveconnected

themwithanother,andtoassumeamongthePowersoftheearth,

theparateandequalstationtowhichtheLawsofNatureand

ofNature'sGodentitlethem,adecentrespecttotheopinions

ofmankindrequiresthattheyshoulddeclarethecauswhich

impelthemtotheparation.

Weholdthetruthstobelf-evident,thatallmenare

createdequal,thattheyareendowedbytheirCreatorwith

certainunalienableRights,thatamongtheareLife,Liberty,

andthepursuitofHappiness.

Thattocuretherights,Governmentsareinstitutedamong

Men,derivingtheirjustpowersfromtheconntofthe

governed.

ThatwheneveranyformofGovernmentbecomesdestructiveof

theends,itistheRightofthePeopletoalterortoabolish

it,andtoinstitutenewGovernment,layingitsfoundationon

suchprinciplesandorganizingitspowersinsuchform,asto

themshallemmostlikelytoeffecttheirSafetyandHappiness.

Prudence,indeed,willdictatethatGovernmentslong

establishedshouldnotbechangedforlightandtransient

caus;andaccordinglyallexperiencehasshown,thatmankind

aremoredispodtosuffer,whileevilsaresufferable,than

torightthemlvesbyabolishingtheformstowhichtheyare

nalongtrainofabusandusurpations,

pursuinginvariablythesameObject,evincesadesigntoreduce

themunderabsoluteDespotism,itistheirright,itistheir

duty,tothrowoffsuchGovernment,andtoprovidenewGuards

fortheirfuturecurity.

SuchhasbeenthepatientsufferanceoftheColonies;and

suchisnowthenecessitywhichconstrainsthemtoaltertheir

toryoftheprentKing

ofGreatBritainisahistoryofrepeatedinjuriesand

usurpations,allhavingindirectobjecttheestablishmentof

ethis,letFacts

besubmittedtoacandidworld.

HehasrefudhisAsnttoLaws,themostwholesomeand

necessaryforthepublicgood.

HehasforbiddenhisGovernorstopassLawsofimmediateand

pressingimportance,unlesssuspendedintheiroperationtill

hisAsntshouldbeobtained;andwhensosuspended,hehas

utterlyneglectedtoattendtothem.

HehasrefudtopassotherLawsfortheaccommodationof

largedistrictsofpeople,unlessthopeoplewouldrelinquish

therightofReprentationintheLegislature,aright

inestimabletothemandformidabletotyrantsonly.

Hehascalledtogetherlegislativebodiesatplacesunusual,

uncomfortable,anddistantfromthedepositoryoftheirpublic

Records,forthesolepurpooffatiguingthemintocompliance

withhismeasures.

HehasdissolvedReprentativeHousrepeatedly,for

opposingwithmanlyfirmnesshisinvasionsontherightsofthe

people.

Hehasrefudforalongtime,aftersuchdissolutions,to

cauotherstobeelected;wherebytheLegislativepowers,

incapableofAnnihilation,havereturnedtothePeopleatlarge

fortheirexerci;theStateremaininginthemeantimeexpod

toallthedangersofinvasionfromwithout,andconvulsions

within.

HehandeavouredtopreventthepopulationoftheStates;

forthatpurpoobstructingtheLawsofNaturalizationof

Foreigners;refusingtopassotherstoencouragetheir

migrationshither,andraisingtheconditionsofnew

AppropriationsofLands.

HehasobstructedtheAdministrationofJustice,byrefusing

hisAsnttoLawsforestablishingJudiciarypowers.

HehasmadeJudgesdependentonhisWillalone,forthetenure

oftheiroffices,andtheamountandpaymentoftheirsalaries.

HeharectedamultitudeofNewOffices,andnthither

swarmsofOfficerstoharassourPeople,andeatouttheir

substance.

Hehaskeptamongus,intimesofpeace,StandingArmies

withouttheConntofourlegislatures.

HehasaffectedtorendertheMilitaryindependentofand

superiortotheCivilpower.

Hehascombinedwithotherstosubjectustoajurisdiction

foreigntoourconstitution,andunacknowledgedbyourlaws;

givinghisAsnttotheirActsofpretendedLegislation:

Forquarteringlargebodiesofarmedtroopsamongus:

Forprotectingthem,byamockTrial,fromPunishmentforany

andfitinstrumentforintroducingthesameabsoluteruleinto

theColonies:

FortakingawayourCharters,abolishingourmostvaluableLaws,

andalteringfundamentallytheformsofourGovernments:

ForsuspendingourownLegislatures,anddeclaringthemlves

investedwithpowertolegislateforusinallcaswhatsoever.

HehasabdicatedGovernmenthere,bydeclaringusoutofhis

ProtectionandwagingWaragainstus.

Hehasplunderedouras,ravagedourCoasts,burntourtowns,

anddestroyedtheLivesofourpeople.

Heisatthistimetransportinglargearmiesofforeign

mercenariestocompleattheworksofdeath,desolationand

tyranny,alreadybegunwithcircumstancesofCruelty&perfidy

scarcelyparalleledinthemostbarbarousages,andtotally

unworthytheHeadofacivilizednation.

HehasconstrainedourfellowCitizenstakenCaptiveonthehigh

SeastobearArmsagainsttheirCountry,tobecomethe

executionersoftheirfriendsandBrethren,ortofall

themlvesbytheirHands.

Hehaxciteddomesticinsurrectionsamongstus,andhas

endeavouredtobringontheinhabitantsofourfrontiers,the

mercilessIndianSavages,whoknownruleofwarfare,isan

undistinguisheddestructionofallages,xesandconditions.

IneverystageoftheOppressionsWehavePetitionedfor

Redressinthemosthumbleterms:OurrepeatedPetitionshave

isunfittobetherulerofafreepeople.

NorhaveWebeenwantinginattentiontoourBritishbrethren.

Wehavewarnedthemfromtimetotimeofattemptsbytheir

legislaturetoextendanunwarrantablejurisdictionoverus.

Wehaveremindedthemofthecircumstancesofouremigration

appealedtotheirnativejustice

andmagnanimity,andwehaveconjuredthembythetiesofour

commonkindredtodisavowtheusurpation,whichwould

toohavebeendeaftothevoiceofjusticeandofconsanguinity.

ourSeparation,andholdthem,asweholdtherestofmankind,

EnemiesinWar,inPeaceFriends.

We,therefore,theReprentativesoftheUnitedStatesof

America,inGeneralCongress,Asmbled,appealingtothe

SupremeJudgeoftheworldfortherectitudeofourintentions,

do,intheName,andbyAuthorityofthegoodPeopleofthe

Colonies,solemnlypublishanddeclare,ThattheUnited

Coloniesare,andofRightoughttobeFreeandIndependent

States;thattheyareAbsolvedfromallAllegiancetothe

BritishCrown,andthatallpoliticalconnectionbetweenthem

andtheStateofGreatBritain,isandoughttobetotally

dissolved;andthatasFreeandIndependentStates,theyhave

fullPowertolevyWar,concludePeace,contractAlliances,

establishCommerce,andtodoallotherActsandThingswhich

thesupportofthis

Declaration,withafirmrelianceontheProtectionofDivine

Providence,wemutuallypledgetoeachotherourLives,our

FortunesandoursacredHonor.
