由反恐专家、前情报机构调查人员、警察组成的30人专家猎人团队，模拟强力国家机构的监控手段与方式，运用丰富的情报能力和专业知识，调查逃难者的公开情报（互联网社交痕迹、媒体报道等），搜查住所，询问亲朋好友，监控电话、邮件和信用卡，查找复制的所需来自中央数据库（由 Gold Command 管理）的闭路电视和自动车牌识别系统，找出逃难者的隐匿之处，进行追捕。此外，专家团队可以在社交媒体发布“通缉令”，通过奖金悬赏，请求市民提供线索，帮助捉捕。
潜行追踪[英国烧脑真人秀节目]“逃难者”须遵守法律，可藏匿英国境内任意角落，规定时间内不被捉到（第一、二季为28天，第三季为25天），在倒计时48小时，逃难者会被告知，最后到达一处秘密的逃脱点（Extraction Point），登上提供的交通工具，即算成功。
每一位逃难者，都有一名专门的摄像师跟随他们一路。摄制团队是被分开的，与专家猎人工作的摄制团队和与逃难者工作的摄制团队是分开的，以避免信息传递，并提供更为现实的环境。
数月的详尽研究来制作这部真人秀，对国家机构采用的手段，包括数据挖掘和公开情报，以及其他信息监控的关键数据包括手机信号塔位置与自动车牌识别系统进行了详尽研究。
提交了超过800个信息请求来确定全国由国家机构掌控的闭路电视的位置，当真实的数据无法被获取时，Channel4 的摄像机数据将会被使用并存储在中央数据库内（由 Gold Command 管理），以便猎人要求获取。
Gold Command
